This is the purpose for patches like iOS 4.3.1 and iOS 4.3.2. The main difference between iOS 4.3.1 and iOS 4.3.2 is that the latter is just a minor patch that fixes a couple of problems that cropped up in iOS 4.3.1. If you do not have any of the issues stated below, do not have the affected devices, or do not use the affected service, updating to iOS 4.3.2 would probably not make any noticeable difference in how your device performs and there is no urgent need to update.

The first problem that iOS 4.3.1 had that is fixed in iOS 4.3.2 is with the video feed in FaceTime. With iOS 4.3.1 the video can appear broken or simply freeze during or before the video call. Given that not everybody uses FaceTime on a regular basis, this problem is not that major and does not affect all users. But still, it is a flaw that needs to be addressed to deliver full functionality.

The second problem that appeared in iOS 4.3.1 is specific to the iPad and does not affect other devices like the iPhone or iPod; even the WiFi only version of the iPad is not affected by this problem. The said problem is the issue affecting 3G connectivity. A 3G iPad with iOS 4.3.1 may find it difficult to connect to the network or may experience dropped connections.

Both these problems have been fixed with iOS 4.3.2, so they should work correctly. Although there is no rush to update if you do not have the stated problems above, it still makes sense to update when you can. iOS 4.3.2 is still needed when you patch to a later update, even if you are not experiencing the said problems above.
