    Are the terms May and Shall limiting?

    Example:

    You may
    1. Use money for repair,
    2. Use money for improvement,
    3. Use money for replacement.

    Does this use of may permit one to use the “money” for anything else they want or are they limited to these three uses? If may is changed for shall is it still limiting or not?

    At issue is in using may is permission open for anything a person wants or can they only do 1, 2 or 3.
